Profile

Professor Jiao Heping’s research interests encompass intellectual property law, civil law, and technology law. He has published over 60 papers in leading academic journals, including Law Review, Studies in Law and Business, Modern Law Science, Legal Forum, Contemporary Law Review, Science of Law, ECUPL Journal, Law Science Magazine, and Intellectual Property.

He serves as an editor for Science of Law (Journal of Northwest University of Political Science and Law) and has been honored as “Outstanding Editor of Social Science Journals in Chinese Universities”, “Outstanding Editor of Shaanxi University Journals”, a “Prolific Author of the Year in Intellectual Property”, and an author of the “Top Ten Papers on Annual Copyright Hot Issues”.

Dr. Jiao has directed over 10 research projects, including those sponsored by the National Social Science Fund of China, the Ministry of Justice’s “National Research Program on Rule of Law and Legal Theory”, major projects commissioned by the China Copyright Protection Center, and various projects funded by the Shaanxi Provincial Social Science Fund. He is the author of two monographs and a co-author of three textbooks. His research findings have informed policy-making, receiving substantive endorsements from provincial and ministerial-level leaders and being incorporated into official documents at or above the provincial level. His work has earned numerous accolades, including the National Award for Excellence in Editorial Science Publications, the Shaanxi Provincial Award for Outstanding Achievements in Philosophy and Social Sciences, the Shaanxi Higher Education Award for Outstanding Research in Humanities and Social Sciences, and the inaugural Shaanxi Award for Excellence in Legal Scholarship.

Affiliations

Dr. Jiao also holds several key appointments. He was a member of the expert group for the drafting of the Regulations for the Implementation of the Copyright Law of the PRC (Expert Proposal), organized by the National Copyright Administration. He is a Council Member of the China Cyber and Information Law Society, a Council Member of the China Science and Technology Law Association, and a Legislative Consultant for the Standing Committee of the People’s Congress of Shaanxi Province.

Additionally, he serves as Vice President of the Shaanxi Intellectual Property Law Society, Vice President of the Shaanxi Civil Law Society, and Vice President of the Shaanxi Society of Construction Law. He is also a Specially-Appointed Supervisor for the Business Environment of Shaanxi Province; a Law Enforcement Supervisor for the Political and Legal Affairs Commission of the CPC Shaanxi Provincial Committee; Director of the Copyright Committee of the Shaanxi Society of University Journals; an Arbitrator for the Xi’an Arbitration Commission; a member of the 14th Xi’an Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC), and a member of the 13th and 14th Chang’an District Committees of the CPPCC.
